In line with the continuous enhancement of library services and the strengthening of institutional partnerships, Joyce Anne S. Bernabe and Leanelle D. Reyno, Librarians of the BASC Library, participated in the Memorandum of Agreement (MOA) Signing, Book Fair, and Benchmarking Activity held on March 10, 2026, at the University Learning Resource Center Building, Pampanga State University. The Library Services Office organized the activity with the theme โ€œRead and Rise: Learning Today for a Gender Inclusive Tomorrow.โ€

The program began with registration, followed by the Opening Prayer, the Philippine National Anthem, and the Pampanga State University Hymn.

The Welcome Remarks and Inspirational Message were delivered by the Library Director, Ms. Suzette B. Macaspac, who emphasized the important role of libraries in promoting inclusive education and strengthening partnerships among academic institutions.

The highlight of the activity was the MOA Signing Proper, which formalized the partnership between Pampanga State University and Bulacan Agricultural State College, along with other partner institutions. The agreement aimed to strengthen academic collaboration, resource sharing, and cooperative programs among participating institutions.

During the program, Ms. Leanelle D. Reyno delivered her message on behalf of Bulacan Agricultural State College as a partner institution. In her message, she expressed appreciation for the opportunity to collaborate with Pampanga State University and emphasized the importance of partnerships among academic libraries in fostering knowledge sharing, professional growth, and improved access to learning resources for the academic community.

A Book Fair was also conducted, where various academic books and learning resources from participating publishers and organizations were showcased. The book fair provided an opportunity to explore newly published materials that could support instruction, research, and library collection development.

A benchmarking activity was likewise conducted; the participants were given a guided tour of the Pampanga State University Library, which was facilitated by Ms. Joanna P. Calma. During the tour, Ms. Calma presented the libraryโ€™s facilities, collections, programs, and services, providing participants with valuable insights into their operational practices, service delivery, and innovative initiatives implemented by the university library.
